This opportunity is a total small business set-aside for an indefinite-delivery contract to provide community-based outpatient substance use disorder, sex offender treatment, and mental health services to male and female adults in custody at a Residential Re-entry Center and on home confinement. The base performance period is estimated to begin December 1, 2026, for one year, with four one-year options and a potential six-month extension. Services must be performed within a 10-mile radius of the U.S. Post Office at 500 East Boulevard, Rapid City, SD, and within a half-mile walk to public transportation. The contract will include specified minimum and estimated units for counseling, assessments, psychiatric evaluations, and related services across substance use, mental health, and sex offender treatment categories. Award will be made on a lowest price technically acceptable basis, and quotes must demonstrate compliance with key personnel, facility, licensing, and cognitive behavioral therapy requirements.
