The Federal Bureau of Prisons (Bureau) hereby submits a notice of a limited source justification for a blanket purchase agreement under the authority of the Multiple-Award Schedule Program – 41 U.S.C 152(3) in accordance with FAR 8.405-6 Limiting Sources, to Global Personnel Pool, Inc., located at 1656 Walter Street, Ventura, California 93003. The contract action is for Phlebotomist services located at the Metropolitan Correctional Center (MCC) New York and Metropolitan Detention Center (MDC) Brooklyn. The blanket purchase agreement is being established against a renewed Federal Supply Schedule contract for previously competed services at MCC New York and MDC Brooklyn. In accordance with the ordering procedures at Federal Acquisition Regulation (FAR) Subpart 8.4 – “Federal Supply Schedules” under FAR 8.405-6 – “Limiting Sources” and FAR 8.405-6(a)(1)(C) – “In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.” This acquisition is conducted under the authority of the General Service Administration (GSA) Federal Supply Schedule (FSS), Multiple Award Schedule (MAS) program. This announcement constitutes the only announcement for this requirement. Quotations are not being requested and a written solicitation will not be issued.
