This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS MEANS AN SF-1449 WILL NOT BE ISSUED. Solicitation 15B61820Q00000015 is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06. The North American Industrial Classification System (NAICS) code applicable to this requirement is 238210. This requirement is for the repair of an existing transformer pad at the United States Penitentiary in Atwater, California. See attached statement of work. A pre-quote site visit will be held on Thursday, May 28, 2020 at 10:00am at 1 Federal Way, Atwater, California 95301. The pre-quote site visit is not required but all quoters are urged to attend. This will be the only pre-quote site visit scheduled. The point of contact for the pre-quotation conference/site visit is Richard Dean, Contracting Officer’s Representative, (209) 386-4628, r1dean@bop.gov. Criminal history background checks will be required for participants attending this visit. A Criminal History Check form (Form BP-A0660, attached) shall be completed for each attendee and submitted to USP Atwater no later than Tuesday, May 26, 2020 12:00pm PST. Forms may be sent by encrypted email to ATW/Facilities@bop.gov or by fax (209) 386-4851. NOTE: The FBOP is prohibited from divulging any information regarding any reasons for criminal history check denials. Only the fact that a person has been denied will be communicated to the company point of contact. The basis for award will be best value to the Government. Quotes will be evaluated considering price and past performance. Responsible quoters shall incorporate shipping costs and any other internal processing costs into their quote price. Order will be awarded on a firm-fixed price purchase order and paid electronically once service has been completed and proper invoice has been received. See the attachment for the full list of provisions and clauses that apply to this acquisition. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications – Commercial Items, with this offer.
