This solicitation package has been prepared by the Federal Bureau of Prisons, Western Regional Office, for the acquisition of a Self-Contained Breathing Apparatuses for the Federal Detention Center in Seattle, WA. This solicitation contains all necessary information for submitting a quote for evaluation for providing the required equipment to FDC Seatac. In submitting quotes, quoters should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of quotes. All potential quoters are advised that this solicitation includes FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, which requires all contractors doing business with the Federal Government to be registered in the System for Award Management (SAM) database. Quoters should include their Data Universal Number System (DUNS) number in their quotes. The NAICS code associated with this solicitation is 333999 with a size standard of 500 employees. This is a total small business set aside and responding quoters must meet the set small business size standard. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. This requirement is a brand name/exact match only requirement. All quotes must include the specification sheets for the equipment being quoted to verify adherence to the required equipment. The equipment is required to be delivered to FDC SeaTac in the address provided in block 15 on page 1 of the SF-1449 form. Quotes will be evaluated utilizing a best value determination in accordance with FAR Part 13. Factors reviewed will include past performance, technical specifications, price, and delivery schedule. Quotes shall be submitted electronically via email to pford@bop.gov. This is the only method of submission authorized and quotes provided via any other method will not be accepted. The deadline for quote submission is Friday, September 3, 2021 by 10:00 am PST. It is highly recommended that quoters verify their quote was received after it is submitted. Quotes received after the deadline for receipt of quotes will be handled in accordance with FAR 52.212-1(f). We will consider all questions received and provide responses where appropriate.
