The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B51921Q00000004 for the provision of Solid Waste Landfill Services for Federal Correctional Complex (FCC), Pollock, located at 1000 Air Base Road, Pollock, LA 71467. Solid Waste Landfill Disposal Services will be provided by the contractor for FCC Pollock. FCC Pollock will transport solid waste to the contractor's facility. The landfill site must be within 30 miles (one-way) of FCC Pollock and shall be made available to the government Monday through Friday, 7:30 a.m. to 3:00 p.m. for the disposal of compacted and non-compacted waste. The contractor’s site must be an approved class 1 Disposal Facility in accordance with Louisiana State Laws and Environmental Protection. Class 1 Disposal Facility refers to a sanitary landfill which serves a municipal, institutional and or rural population and is used, or to be used, for disposal of domestic waste, commercial waste, institutional waste, municipal waste, demolition/construction waste, farm waste, discarded automobile tires and dead animals. The government will deliver waste to the site several times weekly. The estimated tons per month is 209, which totals to approximately 2508 tons annually. This is an estimate only, the government does not guarantee these estimates. See the attached Statement of Work for more details. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor who submits the lowest quote to the Government based on price related factors only. The contract periods for the service will consist of a base year and four 12-month option years. The Government shall have the right to inspect any disposal site where concerned refuse is disposed of without prior notification. More details forthcoming in the solicitation. The solicitation will be available on or about January 29, 2021 and will be distributed solely through the Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. Hard copies of the solicitation will not be available. The anticipated date for receipt of quotes is on or about February 26, 2021. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. Insert the clause FAR 52.204-13, System for Award Management Maintenance, in solicitations that contain the provision at 52.204-7, and resulting contracts. This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is unrestricted. The North American Industrial Classification (NAICS) code is 562212 with a small business size standard of $41.5 million.
