The Federal Bureau of Prisons, Federal Correctional Complex, Oakdale Louisiana, intends to issue solicitation 15B51819Q00000008 for the requirements of QUARTERLY KOSHER ITEMS. This solicitation is restricted to 100% Small Business, FOB Destination, delivery dates will begin April 1, 2019 and ends April 12, 2019 (Failure to delivery items within this time frame will exclude you from future consideration with solicitations). Deliveries will be made to Federal Correctional Complex, Oakdale, Louisiana, (Food Service Warehouse) 1507 East Whatley Rd, Oakdale, LA 71463. The contract type is a firm-fixed price. The Government reserves the right upon award to make formal single or multiple awards. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation, that are considered to be most advantageous to the Government, with past performance and price considered, prices being rated higher than past performance. The solicitation will be made available on or about March 6, 2019, and will be posted to the General Services Administration Federal Business Opportunities website: http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to insure they have the most up-to-date information about this solicitation. All contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database. The website for registration is www.sam.gov. The closing date for receipt of quotes is March 14, 2019. All quotes must be F.O.B. Destination. Payment will be made using Electronic Funds Transfer (EFT) or Government Purchase Card. Each offer is required per 52.212-3 to complete their representations and certifications via the On-line Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. Faith-Based and Community Based Organizations (AUG 2005) is included. The following criteria will be used to evaluate the offers: 1 - Price 2 - Past Performance to include timeliness of delivery, providing correct product as specified, meeting quoted specifications, completing order as awarded/quoted, quality of items provided, and providing the correct quantity of items awarded. 3 - Technically Acceptable Item Overages on delivery will not be accepted. Ship exactly what is quoted on the line item or the item will be rejected at the warehouse at the vendor's expense. Undelivered items are subject to cancellation. Failure to deliver within the established time frames will be considered as non-conformance under the terms of the contract.
