Solicitation Notice: Elevator C and D Modernization – FDC Houston Project Overview The Federal Bureau of Prisons (FBOP), Federal Detention Center – Houston (FDC Houston) intends to award a contract to a responsible entity for the repair and modernization of Elevators C and D. The facility is located at 1200 Texas Avenue, Houston, Texas 77002. The awarded contractor will be required to provide all labor, materials, tools, permits, and equipment necessary to safely repair and modernize Elevators C and D, along with their associated components and subassemblies. All work shall be compliant with ASME A17.1 safety codes, as well as all applicable Local, State, and Federal codes and safety requirements. Contractor Qualifications The awarded contractor shall be a reputable Elevator Service Provider with proven experience in commercial elevator equipment. All assigned Contractor Journeyman Level Field Technicians shall possess applicable manufacturer removal and disassembly certifications reflecting competency in the specific equipment being removed. The Contractor shall provide proof of these certifications to the Institution’s Contracting Officer (CO) and Contracting Officer's Representative (COR). Scope of Work The scope of work includes the removal and replacement of, but is not limited to, Elevators C and D electronic and electrical components, drive/controller, hoist motor, hoistway leveling device(s), governor, traction ropes, traveling cable, and car components to return Elevators C and D to fully operational status. Start-up, commissioning, and staff training are required. The contractor shall perform job site clean-up and removal of all excess materials, debris, and old equipment associated with the project. Removal and disposal of all debris must be completed in accordance with all applicable Federal, State, and Local laws. The contractor shall haul away and dispose of the old equipment through an approved, licensed scrap metal recycling entity within five (5) business days of its removal from the institution. Evidence of the appropriate recycling action shall be provided to the institution’s Contracting Officer via a tonnage weight receipt delivered to FDC Houston. Please see the attached Statement of Work (SOW) for specific requirements. Pre-Bid Site Visit and Security Instructions There will be a site visit at FDC Houston on Thursday, September 10, 2026, at 9:00 AM CST. It is strongly advised that the Contractor attends this pre-bid site visit to review the existing conditions that might affect the performance of the contracted work. If you wish to attend, you must email the required background check paperwork (NCIC form) for every individual wishing to enter the institution to Nathan Vandiver (nvandiver@bop.gov) and Daniel Cruz (dcruz-ayala@bop.gov). Security Deadline: Background check paperwork is strictly due by Tuesday, September 8, 2026, at 1:00 PM CST. Signature Requirement: Please do not digitally sign your name on the background check form; a physical wet signature is required. Digital or electronic signatures will result in immediate gate rejection. Identification: All attendees must present a valid state or federal photo ID to enter the facility. Submission of Quotes Completed quotes may be submitted electronically via email to dcruz-ayala@bop.gov. All responsible sources must submit a typed quote on the attached specification sheet (RFQ – SF 1442 15B51726Q00000014 B&F Project 26Z5AV7 - Emergency Repair and Modernization of Elevators C and D), which will be considered for award. Do not submit multiple quote requests.
