The Federal Bureau of Prisons, FMC Carswell , Fort Worth, Texas intends to make an award on a sole source basis under authority FAR Part 6.302-1 with Baxter Healthcare Corp., located One Baxter Parkway, Deerfield, IL 60015-4633 for the procurement of eleven (11) AK98 Hemodialysis Machines. This requirement is to replace aged machines due to the discontinued model and limited replacement parts. FMC Carswell currently has twenty-two (22) Baxter Phoenix Dialysis Machines in operation three days each week. These additional dialysis machines will replace the discontinued model, Baxter Phoenix Dialysis Machines. This system allows for the gathering of all aspects of the patient’s treatment which monitors and stores critical information in a unique hardware and software system designed specifically for the AK98 Hemodialysis machines. Due to the specific hardware and software configurations that are unique to Baxter, this Sole Source notice is being issued. The procurement will be for a firm-fixed priced purchase order. Any firm who believes it can meet these requirements may give written notification to the Contracting Officer by March 7, 2022, 2:00 p.m (CST). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed and must show competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered soley for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received, the Government will proceed with the sole source procurement to Baxter Healthcare Corporation. Responses may be emailed to aarriaga@bop.gov by the deadline above.
