Dear Quoter: Accompanying this cover letter is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Complex, for the acquisition of Kosher Milk for FCC Beaumont. This package contains all the necessary information for submitting a request for quote for evaluation. When submitting a request for quote, quoters should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of the quotes. The Government intends to make a single award as a result of this RFQ, considering both price and past performance. All potential quoters are advised that this solicitation includes the clause FAR 52.212-4 Contract Terms – Commercial Items. This clause requires all contractors doing business with the Federal Government to be registered in the System for Award Management (SAM) database. Quoters should include their Unique Entity Identifier (UEI) number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee’s UEI number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. The only paperwork that is required to be submitted is the Standard Form 1449, the National/Kosher Menu Specifications Quote Sheets for items you are bidding on, and a letter of certification from a religious certification agency. Quoters shall include a letter of certification from the religious certification agency, dated no more than 11 months prior to the date of the quote provided, for evaluation of bid. Failure to submit religious certification with bid will result in quote being considered unacceptable. There is no need to submit the portion of the RFQ that contains all the Federal Acquisition Regulation (FAR) clauses and provisions. All bid pricing, item descriptions, case counts, etc. are only to be placed on the quote/specification sheet for all items being bid on. DO NOT place this information on the Standard Form 1449. All communications regarding this RFQ, including any of a technical nature, must be made in writing to the Contracting Officer. Questions will not be answered by telephone or in person. Please read the important instructions that are incorporated by reference in the provision at FAR 52.212-1, “Instructions to Offerors-Commercial Items”, and any addendum thereto. The Contracting Officer assigned to this procurement is the undersigned. Your attention is directed to the fact that the Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result from this RFQ. Prospective quoters are also cautioned against discussing the preparation of their quote (or any technical questions) with Government technical personnel. The circumstances of such contact, when verified, may result in non-consideration of the quote. Accordingly, all communication prior to award shall be directed to the Contracting Officer, in writing, at the aforementioned address. Quotations shall be received on or before the deadline of August 20th, 2024, by 09:00 a.m. CST. Quotes mailed through the United States Postal Service shall be submitted to the following address: Federal Bureau of Prisons Federal Correctional Complex P.O. However, emailed quotations will be accepted. Quotations delivered by email shall be submitted to the following email address: dtydlacka@bop.gov. The official point of receipt for hand-carried quotes will be in the Procurement and Property Department of the Central Administration Building located at 5430 Knauth Road, Beaumont, Texas 77705. PLEASE DO NOT SUBMIT QUOTES TO ANY LOCATION OTHER THAN THE ONE LISTED ABOVE. (Quotes received after the quote deadline will be handled in accordance with FAR 52.212-1(f).) Please place any questions you may have in writing and email them to dtydlacka@bop.gov. Questions will not be answered by telephone or in-person. I will consider all questions received and provide responses, where appropriate. The subsequent award will be processed via Government Purchase Order and be paid thru applicable net terms. Prior to making an award, a sample of your product may be requested. If you subsequently receive an award based on your bid response to this Request for Quotation and you fail to deliver the product for whatever reason, in accordance with FAR 9.104-1, you will be determined a non-responsible contractor you will be removed from the bidder’s list, and award may be made to the next lowest vendor. Any future bids that you may submit will not be accepted due to your inability to comply with the required or proposed delivery or performance schedule. Delivery of awarded items will be conducted on a weekly basis, beginning the week of August 29th, 2024, and ending through the week of September 27th, 2024 (unless otherwise stated by the FCC Beaumont Food Service Department).
