The Federal Bureau of Prisons, Federal Correctional Complex, Beaumont, Texas (FCC Beaumont) intends to issue solicitation 15B50220Q00000027 to make a single award to responsible quoter, to upgrade a Medium Voltage Automatic Transfer Switch in the Low Remote Utility Building located outside the Federal Correctional Institution – Low Security Facility. FCC Beaumont is seeking the services of a licensed and bonded contractor to provide a spare Siemens 15-GMI-750-1200-58, electrically operated breaker. The breaker will have a class 1 reconditioning performed on it. The contractor will install the provided spare breaker into switchgear and perform a class 1 reconditioning on the removed breaker. This step will be repeated until both breakers have been reconditioned and the Federal Correctional Complex is left with a reconditioned spare breaker. The contractor will also provide and install an SEL-751 Solid State relay for each of the utility and generator feeder breakers (total of 2). The contractor will provide set of drawings, system overview and network drawing, panel door layout drawing, wiring diagram. The contractor will provide the Architecture design of the replacement system. The contractor will provide the relay settings and configuration for the two (2) SEL-751’s. The contractor will provide the RTAC programming and configuration. The contractor will provide non-witnessed offsite bench level testing of the solution prior to shipping materials to site. The contractor will provide the Onsite installation and commissioning support. The contractor will provide a 10” Touchscreen HMI. The contractor will provide Architecture design of the new HMI system along with programming and configuration of the new HMI. The contractor will ensure communications and coordination between the new HMI and the SEL-751 protective relays. The contractor will ensure offsite bench level testing of the new HMI solution prior to shipping materials to site. The contractor will provide and install a new ATC 900 automatic transfer control relay and program the operation. The contractor shall provide for two (2) days – onsite installation and commissioning support. The contractor will provide all necessary equipment, wiring, hardware, labels and labor to perform required work. The North American Industry Classification Systems (NAICS) Code is 335313. The solicitation will be available on or about May 13, 2020 and will be distributed solely through the Beta.Sam.Gov website https://beta.sam.gov/ . Hard copies of the solicitation document will not be available. The site provides downloading instructions.
