THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION. The Federal Bureau of Prisons (BOP) anticipates issuance of solicitation 15B50219B00000001 for the award of a firm fixed-price construction contract for the repair storm hurricane electrical at the Federal Correctional Complex, (FCC) Beaumont, Texas. FCC Beaumont is a federal correctional facility located at 5430 Knauth Road, Beaumont, Texas 77720. The project consists of furnishing all equipment, materials, labor, tools, supervision, transportation, testing, training etc. for the complete construction of the work. The system is to include but not limited to raising the transformers and sectionalizers at the medium institution approximately five (5) feet. New circuits will be run from the remote utility building located outside the institution to the raised sectionalizers and then to the adjacent sectionalizers. New circuits will also be run from the remote utility building to the transformers and then to the electrical rooms located in Unicor Building electrical room and the VT Electrical Room. A total of approximately 5,350 feet of circuit is to be run. New galvanized metal stands will be built by the institution personnel and placed on existing concrete slabs to accommodate the sectionalizers and transformers. See the Scope of Work/Statement of Work/ and/or Specifications and/or drawings attachment that will be included with the solicitation posting (to be issued at a later date as described herein) for the complete requirements of the work. The performance period for the project will be 90 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project lies between $250,000 and $500,000. The NAICS code for this requirement is 238210 with a corresponding small business size standard of $15 million. The solicitation will be available approximately on or about April 16, 2019, with an anticipated bid opening date of May 22, 2019. The solicitation will be distributed solely through the General Services Administration's (GSA) Federal Business Opportunities (FBO) website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active FBO vendor registration for access.
