Frozen raw breaded portions are clean, wholesome, uniformly shaped, unglazed masses of cohering pieces (not ground) of fish flesh coated with breading and contain not less than 75 percent, by weight, of fish flesh. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction.
