The Federal Bureau of Prisons - Federal Correctional Institution Milan, Michigan, intends to issue a solicitation for 15B4171900000001 - FY19 3rd Quarter Subsistence. This solicitation is a 100% set-aside for SMALL BUSINESS. The NAICS code is 311991/311999. Deliveries will be performed at the Federal Correctional Institution, 4004 E. Arkona Rd, P.O. Box 9999, Milan, MI 48160 between April 5, 2019 and April 19, 2019. The contract type is a firm fixed price. The Government will award to the responsible offeror(s) whose offer, conforming to the solicitation, that are considered to be most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: past performance, price comparison with other offers, and administrative costs. Price will be rated higher than past performance. The Government reserves the right to make single or multiple awards. The solicitation will be made available on or about March 8, 2019 and will be posted to the General Services Administration Federal Business Opportunities website: http://www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. The deadline for receipt of quotes is March 15, 2019 at 2:00 p.m. Eastern Standard Time. Quotes received after closing date will not be considered. Payment will be made using Electronic Funds Transfer (EFT). All potential offerors are required to complete the annual representations and certifications electronically via the On-Line Representations and Certifications Application (ORCA), which should be completed at http://orca.bpn.gov. All offerors are required to have an active registration with the System for Award Management (SAM). Faith-Based and Community Based Organizations have the right to submit offers/bids equally with other organizations for contracts for which they are eligible.
