This is a Pre-solicitation notice for Project 4D4Z – Remove and replace (2) industrial grade water softeners with a brine tank capacity of 4600 lbs at FCI Pekin, IL in accordance with the statement of work. The coming RFQ will result in the award of a single contract. The contract type will be firm fixed price delivery. Award will be made to the responsible quoter whose offer is most advantageous to the government. This requirement will be a set aside for small business. All other qualifications and requirements will be detailed in the solicitation. The formal solicitation will be made on or about September 22, 2021 and will be distributed solely through the General Service Administration’s beta.SAM.gov. All future information concerning this acquisition, including amendments will be distributed solely through this website. Project 4D4Z: Supply and Install (2) Industrial Water Softeners Solicitation No: 15B41121Q00000013 The Federal Bureau of Prisons (BOP) is issuing solicitation no. 15B41119Q00000013 for award of a firm fixed-price contract to supply and install (2) industrial water softeners in the FCI Pekin, IL water treatment building. FCI Pekin is a federal correctional facility located at 2600 S. 2nd St. Pekin, IL 61554. The project consists of furnishing all equipment, materials and labor to supply and install (2) industrial water softeners in the FCI Pekin, IL water treatment building in accordance with the attached statement of work. This will include the breakdown and removal of the existing equipment. The NAICS code for this requirement is 238220 with a corresponding small business size standard of $15 million. The performance period for the project will be 150 calendar days from issuance of the notice to proceed. Pursuant to Federal Acquisition Regulation 36.204(c), the estimated magnitude of the project lies between $150,000 and $250,000. This solicitation will be distributed solely through the General Services Administration's (GSA) beta.SAM.gov. . Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active beta.SAM.gov vendor registration for access. IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above. Each offeror's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All offerors are urged to double check their SAM registration and update as necessary, including the size metrics information. This is a 100% small business set-aside. You must be registered in SAM as a small business for the above NAICS code (reference FAR provision 52.219-1 in the Representations & Certifications section of your SAM registration). Faith-based and Community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible sources may submit a bid which shall be considered by the agency. Award will be made to the responsive vendor whose offer represents the best value to the government after receipt and evaluation of offers. It is the Government’s intent to award without discussions so it is imperative you make your best offer when making your submissions. Include any product information, specifications, etc. for the Government’s consideration. Price, price related factors, and past performance will be the primary evaluation factors. Equal preference will be assigned each of the aforementioned factors.
