All work described in these documents and all work necessary to complete the work as described or shown is to be executed in a thoroughly substantial and workmanlike manner. All work shall be done by persons who are thoroughly experienced in their particular trade or craft. The work includes, but is not necessarily limited to the following description: B. Brand name products are listed in this Technical Specification. FBOP will accept an "or approved equal" product, but it must meet each individual requirement in the specification. Should a potential Contractor decide to submit an "or equal" product that is not the name brand listed, the potential Contractor must submit all technical data with their bid for technical examination. Should the product not meet the requirement as an absolute "or approved equal" product, the potential Contractor will be notified in writing that your bid will not be accepted. All system components must come from single manufacture. C. Measurements: 1. Measurements indicated in this Technical Specification are estimated and it is the Contractor's responsibility to verify actual conditions. The Contractor is responsible for providing and installing a new Perimeter Detection System (PDS) according to our specifications. The Contractor will need to test the new system for operational readiness. If any changes are made during testing, the testing will need to be retested from the beginning. Project Name: Project: 4C9C – 20 Replace Perimeter Alarm System Location: FCI Greenville Address: 100 US HWY 40TH & 4TH St. Greenville, IL. Owner: U.S. Department of Justice, Federal Bureau of Prisons (FBOP) D. The Perimeter Detection System (PDS) shall act as an electronic barrier to detect and alarm tampers, and escape attempts. 1. Electronic Sensor Cable (ESC) shall be mounted to the existing fence fabric to sense fence disturbances associated with an attempted breach of security. a. ESC shall be mounted to existing fence fabric at the FCI: (1) FCI: +/-5,300 linear feet of 12 foot tall fence and +/-350 linear feet of 14 foot tall fence at the vehicular gate. 2. PDS shall be configured in zones. a. Perimeter Detection System (PDS) shall have a total of +/- 24 zones for one (1) location. (1) FCI: 24 zones includes two (2) sets dual stacked microwave sensors at the vehicular gate. 3. Climbing over or cutting the fence causes an alarm condition. The system sensor shall be a series of a motion activated cables that sense fence disturbances. The sensor cable shall be attached to the inner (toward the compound) fence fabric on the non-threat side. Stainless steel cable ties shall be used to attach the cable to the fence. 4. ESC shall be connected to the Processor. The Processor shall analyze the data from the sensor and distinguish between alarm events and nuisance events. a. The Processor shall utilize Environmentally Derived Adaptive Processing Technology (EDAPT) or approved equal to adapt and filter out nuisance alarm events. 5. Microwave sensors shall be incorporated into the system and used as separate zones protecting each vehicular gate at the FCI as follows: a. Two (2) sets of dual stacked microwave sensors at the Main Site vehicular gate. 6. The Processor shall detect and indicate physical tampering conditions. CONTROL SYSTEM DESCRIPTION E. Control System shall be designed and installed as a zoned, supervised alarm detection system. 1. Multiple detection zones shall be equipped with a Processor. 2. The location at any point at which an attempt is made to tamper with the system shall be identified at the System Management System (Server) in the Main Site Control Center. The supervised circuit in the system causes a tamper alarm to signal if: a. Sensor circuitry is disturbed (opened or grounded). b. Tamper switches are activated. F. Microwave sensors shall be incorporated into the PDS and used as separate zones protecting the vehicular gates. 1. The microwave sensor receiver shall have a minimum of two relay outputs to indicate sensor alarm and system alerts. 2. Any attempt to tamper with the microwaves shall be identified at the Server in Control Center. A tamper alarm shall be generated if any of the tamper switches are activated. G. The Signal Processor/Transponder shall be the central data gathering terminal for the Control System. 1. The Signal Processor/Transponder shall analyze the alarm data from the sensors and feed this information to the server. 2. The Signal Processor/Transponder shall transmit dry contact data to the Roving Alarm Notification System (RANS). H. The Server shall be the reporting device for the monitor in the control system. 1. A rack mounted server shall be placed in the Control Center. This server will be the main system. 2. System status including alarm conditions such as zone alarms shall be reported to the system operator via the server to a monitor located in the Control Center. The monitor shall display a graphical representation of the fence line around the facility identifying the different zones with text. There shall not be any traditional Microsoft "minimize" icons on the display. The background of the display shall be light blue to reduce glare. a. The system shall have the ability to customize the colors and sounds of the on-screen display of active state of a sensor (alarm, secure, tamper, access, fault, or disconnected). 3. Zone conditions shall be reported via the server to a color monitor. a. The following zone conditions shall be displayed with a unique visual display for each zone. (1) Secure state. (2) Access state. (3) Intrusion alarm state. (4) Open sensor circuit alarm. a) This alarm shall be generated 10 seconds after any part of the sensor circuit between the processor/ transponder and the fence sensor end of line resistor is cut. b) This alarm shall be generated 90 seconds after any part of the sensor circuit between the processor/ transponder and the microwave sensor end of line resistor is cut. It is acknowledged that due to the limitations in the system false “open sensor circuit alarms” will be generated from the microwave zones if the microwave beam is broken for more than 90 seconds even when the microwave zone is placed in the access mode. (5) Short sensor circuit alarm. (6) Enclosure tamper circuit wires are open. a) This alarm shall be generated 0.5 seconds after any part of the circuit between the processor/ transponder and the Enclosure tamper switch is open or otherwise cut. (7) Enclosure tamper circuit wires are shorted together. (8) Alarm acknowledge state. b. The following processor conditions shall be displayed with a unique visual display. 4. Each zone shall be capable of zone access (excluding enclosure tamper), intrusion alarm acknowledge, enclosure tamper alarm (PSE tamper circuits wires are open) acknowledge, and alarm reset. a. When a zone is accessed by the system operator, the intrusion alarm function for the zone shall be disabled. The zone cannot generate a new intrusion alarm until the access mode is reset by the system operator for the zone. When the access mode is reset, the zone shall be ready to respond to new alarms. b. The open sensor circuit alarm and short sensor circuit alarms from a zone shall always report to the server regardless of the status of the access function. c. When an enclosure tamper alarm (enclosure tamper circuits wires are open) is acknowledged by the system operator, the enclosure cannot generate a new enclosure tamper alarm until the alarm is reset. d. When an open sensor circuit alarm from a zone is acknowledged by the system operator, the zone cannot generate a new short sensor circuit until the alarm is reset. e. When a short sensor circuit alarm from a zone is acknowledged by the system operator, the zone cannot generate a new short sensor until the alarm is reset. f. Alarm reset. ( 1 ) When the system operator selects an icon associated with an active alarm, a maintenance window shall be displayed. The system operator shall be able to reset the alarm by categorizing the alarm and then selecting a reset icon. The categories for the alarm cause shall be as follows: 1. Testing, 2. Birds/Animals, 3. Weather, 4. Landscaping, 5. Maintenance and 6. Unknown. (2) If the operator is not ready to categorize and reset the alarm, the system operator may select a reset icon and the maintenance window will be cleared and the alarm icon will continue to be displayed as an acknowledged but not reset alarm. g. Alarm Access: (1) The workstation window shall display all of the zones and provide a means for the System Operator to toggle individual zones between the access mode (disabled) and active mode (waiting for alarm). 5. The specified system shall have the capabilities of zone disarm where open and short circuit alarms are ignored. The specified system shall have the capabilities of changing the fence zone sensitivities from the workstations. These modes shall be blocked from normal operator use and only accessed by the administrator. 6. The Server shall store event data for report generation. The data shall be capable of being analyzed at the workstations. The events stored on the server shall include the event description including zone number, date, time, and weather. All events shall be logged to the nearest second. The events stored shall include but are not limited to: a. Zone intrusion alarms b. Open sensor circuit alarms c. Short sensor circuit alarms d. Enclosure tamper alarms e. Alarm acknowledges f. Alarm reset g. Maintenance explanation of the alarm events. h. Zone access 7. The server shall run a status indicator program, which displays the status of the PDS at the workstation in the Control Center. I. The Signal Processor/Transponder shall interface with a Security Management System located in the Control Center. 1. The alarm system shall transmit alarm and tamper data to the RANS. 2. The RANS shall simultaneously transmit alarm and tamper data to multiple voice synthesized pocket pagers and/or assigned institution radios. REFERENCES J. National Electrical Code K. EIA Standards L. FCC, Part 15 and 90 SUBMITTALS M. Contractor shall submit the following documents with Offer submission: 1. Catalog cut sheets, specifications, and installation instructions. 2. Bill of materials. 3. Detailed description of system operation procedures focusing on the man to machine interface. 4. One line functional diagram of the complete system. 5. Total electrical load of the complete system in supervisory and alarm conditions. Include voltage drop calculations. The total electrical load shall not exceed 8 watts for a microwave PSE. All electronic equipment installed in the microwave PSE shall be manufactured for that purpose and shall not require heaters or blowers. The use of heaters and blowers shall not be allowed. N. Contractor shall submit the following documents within fifteen (15) days of contract award: 1. System Drawings: a. Contractor shall provide new updated architectural drawings of the property upon conclusion. Specifications shall include major equipment cut sheets/technical data and model numbers. Drawings shall indicate all zone layouts and detailed installation requirements at fence comers, fence runs, Administration building, rear gate, etc. Drawings shall also indicate the location of microwave TX/RX units and anticipated wiring paths for the microwave installations. b. Composite wiring and/or schematic diagrams of the complete system as proposed to be installed. (1) Basic one-line diagram submitted as per Paragraph 1.03.A.4. will not be accepted as composite wiring and/or schematic diagrams of the complete system. 2. Testing Plan: a. A complete plan detailing test procedures for final check out and Final Acceptance Testing of the complete system. O. Contractor shall submit the following documents with Final Invoice: 1. Copy of manufacturer’s warranty as per Paragraph 1.04. 2. Detection System Installation Certification: a. Affidavit signed by the Secure Electronic Contractor (SEC), Detection System Field Advisor, and Control System Field Advisor; notarized, certifying that the complete system meets the contract requirements and is fully operational per manufacturer’s recommendations. 3. Final Acceptance Testing Certification: a. Affidavit signed by the Secure Electronic Contractor (SEC), Detection System Field Advisor, and Control System Field Advisor; notarized, certifying successful Final Acceptance Testing 4. Training documentation: a. A training program produced specifically for the installed system. The content of the training program shall allow facility personnel to become familiar with the safety, operation, and routine maintenance of their complete system. At a minimum training shall include: (1) Safety. (2) General care, maintenance, and operation. (3) Sensor, care, maintenance, and operation. Provide instructions on sensor replacement and splices. (4) Signal processor/Transponder, care, maintenance, and operation. (5) Microwave System, care, maintenance, and operation. (6) Graphic Control Unit programming and operation. (7) Graphic Control Unit report generation for maintenance personnel. QUALITY ASSURANCE P. Contractor shall have supplied a minimum of five (5) perimeter detection systems to the FBOP within the past five (5) years. WARRANTY Q. Contractor shall provide a manufacturer’s warranty, signed by an authorized representative of the company. The warranty must validate any repair or replacement of defective materials up to three (3) years at no additional cost to FBOP. Warranty period shall commence upon notification of successful Final Acceptance Testing. R. Contractor shall warrant that the product shall be supported by repair services and spare parts and assemblies for a minimum of ten (10) years from date of purchase. S. Contractor will invoice FBOP upon supplying all equipment and materials listed in Bill of Materials. FBOP will retain 10% of invoice amount for equipment and materials. T. Contractor will submit Final Invoice upon certifying successful Final Acceptance Testing and Training. U. FBOP will process Contractor invoices within thirty (30) days.
