The Federal Bureau of Prisons, Federal Correctional Complex, Florence, Colorado, intends to issue a single-award, Firm-Fixed Price, Purchase Order for the requirements of BREAD. All offerors shall have an “Active” status and be registered in the System for Award Management, SAM.gov, prior to the closing of this solicitation. The evaluation criteria for award will be Lowest Price Technically Acceptable, (LPTA), and the acquisition shall be “Exact Match Only” to the supplied specifications. This acquisition is NOT a multiple-award, meaning all offerors must provide each line item. Individual line item awards will not be considered. All Line Items must meet the specifications on the attached RFQ. All offers shall fully match the Government requirement, and determination of acceptable offers will be made by the Government Subject Matter Expert by examining the specifications of the items. All offers/quotes shall include any applicable shipping, delivery, or handling fees. **Any offeror who fails to provide a quote for all line items at the time of submission may be eliminated from the competitive range and deemed, “Unresponsive”.** Please quote only on those items specified. Do not change the item specified. Do not change the item description or the unit of issue. Do not use phrases such as “Minimum award amount”, or any other phrases that would limit the Government from awarding the order as a single-award. Any changes to the solicitation can result in the Government rejecting part or all of the quotes submitted. Offerors shall utilize Electronic E-mail for submission of offers. All questions regarding the requirement or solicitation shall be submitted in writing to the Primary Point of Contact designated in the solicitation.
