Attached is a solicitation package prepared by the Federal Bureau of Prisons, Field Acquisition Office, for the provision of a HVAC Program for FCI Jesup. This package contains all necessary information to submit a quote. Quoters should consider all information provided herein when submitting quotes. Please carefully follow all instructions located in the solicitation package concerning the content, format and submission of your quotes. All potential quoters are advised that this solicitation includes the clause at FAR 52.212-4 for Commercial Items. Paragraph (t), System for Award Management (SAM), of this clause requires that all quoters doing business with the Federal Government to be registered in the SAM database. Quoters should include their Data Universal Number System (DUNS) number in their quotes. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardees DUNS number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. For the purposes of this solicitations, all quoters SAM registration should include NAICS code 611210. The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue a solicitation 15B30721Q00000002 for the provision of a HVAC Program & VT Accreditation Services. The contractor will provide the AOE HVAC Program in the Education Department at FCI Jesup, located at 2600 Hwy 301 South, Jesup, Georgia 31599. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The Government intends to make a single award to a quoter, pursuant to an affirmative determination of responsibility, whose quotation, conforming to requirements of the solicitation, is determined to be the best value to the Government considering price and past performance history. A session is defined as one (1) hour. The Contractor will normally provide services Monday through Friday (except on Federal Holidays) between the hours of 8:00 am – 11:00 am and 12:00 pm – 3:00 pm. The Contractor will be scheduled for six (6) sessions per day, per location. These hours will be mutually agreed upon by the Contractor and Government. The estimated maximum number of sessions per 12 month performance period is 1500 at each location, for a total 3000 sessions. The schedule is not estimated to exceed 30 sessions per week, per location, or 60 sessions total. The schedule is subject to change based on the variable needs of the institution and the unpredictable nature of the correctional environment. The Contractor shall make available on a non-discriminatory basis, Heating, Ventilation, and Air Conditioning instruction and accreditation for established Vocational Training (VT) programs at FCI Jesup. The Bureau of Prisons has a future requirement for a vocational HVAC diploma program and Vocational Training Program accreditation services for the inmate population of Federal Correction Institution (FCI) Jesup, Georgia, which will also include services at the Federal Satellite Low facility at FCI Jesup. The NAICS Code is 611210 (Size Standard: $22.0 million). All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations. The contractor will provide services in accordance with the Statement of Work. The courses shall be instructed utilizing one (1) hour sessions of classroom instruction, with an estimated number of thirty (30) instruction sessions per week, per location, for a total of 60 sessions per week. Typically, the contractor will provide services Monday through Friday (excluding Federal holidays), from 8:00 am -11:00 am and from 12:00 pm - 3:00 pm with a one-hour unpaid lunch break between instructional periods. Other days/hours may be implemented if necessary to meet program requirements, and these days/hours may be adjusted to meet the needs of the institution. Any breaks in service, including lunch breaks, will be unpaid. (Specific dates for the classes will be determined by the Supervisor of Education and the contractor.) Estimated annual sessions are approximately 1,500 sessions per location, per 12-month performance period, for a total of 3,000 sessions. The sessions are on a requirements basis; therefore, schedule and sessions can change. Registration fees, tuition, lab fees, test preparation, and any incidental fees, will be included in the contract price, including textbooks, and all other classroom materials. The Contract will only be awarded to a post-secondary institution, vocational technical school, or industry based school who will be responsible for providing instruction leading to an industry recognized diploma in the field of Heating, Ventilation, and Air Conditioning (HVAC). The Government contemplates awarding a requirements-type contract with firm-fixed unit prices resulting from the forthcoming solicitation. A Government solicitation document to provide these services is being developed, and a contract may or may not result. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary.
