The Federal Bureau of Prisons, Field Acquisition Office in Grand Prairie, Texas, intends to make a single award for the provision of Comprehensive Medical Services for the Federal Correctional Institution, located in Lisbon, Ohio (FCI Elkton). Offerors are encouraged to submit comprehensive proposals providing all listed outputs. Offerors who propose less will be evaluated accordingly. Services to be provided shall include inpatient/outpatient facility services, inpatient/outpatient physician services, and outpatient institution services. The contract type is an indefinite delivery/requirements type contract with firm-fixed unit pricing. The contract shall consist of a Base Period and four 12-month Option Periods for renewal. The estimated quantities for the Base Period and all Option Periods are as follows - Estimated Inpatient Days: 1202 days per contract year, Estimated Outpatient Visits: 903 visits per contract year, and Estimated Skilled-Nursing Facility Days: 377 days per contract year. Due to the volume of information, quantities of outpatient institution services will be provided in the solicitation document. The solicitation will be made available on/or about April 10, 2019, and will be distributed solely through the General Administration's Federal Business Opportunities website (FBO) at http://www.fbo.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. The Federal Bureau of Prisons has future requirements for the provision of Comprehensive Medical Services for federal offenders at the Federal Correctional Institution located in Lisbon, Ohio (FCI Elkton). Services provided are expected to fall into general categories of Inpatient Facility Services, Outpatient Facility Services, Skilled-Nursing Facility Services, Inpatient Physician Services, Outpatient Physician Services, and Outpatient Institution (On-Site Physician) Services. North American Industry Classification System (NAICS) Code is 622110, General Medical and Surgical Hospitals, with a Size Standard of $38.5 million. It is anticipated that the contract period will consist of a base year from the estimated date of award (EDOA) through 12 months from EDOA, with four 12-month option periods for renewal. A Request for Proposal (RFP) to provide these services may be developed, and a contract may or may not result. All information submitted in response to this announcement is voluntary. The Government will not reimburse or pay a respondent for information requests nor will it compensate any respondent for any cost incurred in developing information provided to the Government. A Market Research Questionnaire is included and responses are due on or before March 8, 2019.
