The Federal Bureau of Prisons, Federal Correctional Institution Otisville, NY intends to issue solicitation 15b21520q00000078, for the solicitation of helmets and body armor for delivery to the United States Penitentiary Canaan, Waymart, PA. This acquisition is set aside small business. Terms are FOB destination with delivery within 60 days, contract is a firm fixed price. The Government will award to the responsible offeror whose offer, confirming to the solicitation, is considered to be the most advantageous to the Government. This is a brand name or equal award with the evaluation factors as price, past performance, and technical. Technical being more important than price and past performance. If an off brand is submitted it shall have the same salient characteristics as the brand listed. The physical, functional, and performance characteristics shall be at least equal, to include but not limited to rated level of armor, sizes of all panels, sizes of helmets, cut of helmets, straps of helmets, panel locations, and color due to uniformity. The solicitation will be made available on or about March 18, 2020 and will be posted to www.beta.sam.gov. The anticipated date for receipt of quotes is March 20, 2020 @ 11:00am.
