The Federal Bureau of Prisons has determined that landfill services at FCI Lewisburg in Lewisburg, PA, qualify for other-than-full-and-open competition under FAR Deviation 6.103-1. BOP states that only one responsible source is capable of providing the services. The agency says an award to that source would prevent serious injury, financial, or other liabilities to the Government. Further details are provided in the attached justification document.
