This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Federal Correctional Complex Allenwood, Allenwood, Pennsylvania is soliciting quotes (RFQ) for the following requirement under solicitation number 15B20119Q00000012: Line Item 0001 - To supply and replace one GE 3 phase dry type transformer, 3333KVa, 12470 volt/480 volt in accordance with the attached statement of work at FCC Allenwood, State Route 15 2 mi North of Allenwood, Allenwood, PA 17810 (The transformer is listed as a 2500kVA but with the added forced air cooling fans it is capable of 3333kVA) - 1 Service The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 dated 01/22/2019. This requirement is 100% Small Business Set-Aside for NAICS Code 238210. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items, applies to the acquisition. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offerors Federal Tax Identification Number, DUNS Number. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition. Additional Terms and Conditions are attached. Each offeror is required to complete their representations and certifications in the System for Award Management (SAM). The System for Award Management (SAM) is online. SAM replaces CCR/Fed Reg, ORCA, and EPLS. If you have been using those systems, you should now go to www.sam.gov to find your information. Training tools are available on the SAM website to help you get familiar with SAM. Start by going to www.sam.gov, and then click on the SAM HELP tab. Under User Help you will find the full User Guide as well as Quick Start Guides and Helpful Hints that will help you create an account, migrate your roles, perform updates, and search for the information you need. This requirement is a Firmed-Fixed-Price contract. The best value evaluation method will be used. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contractors must meet DOJ Residency Requirements and pass applicable background checks for entry. Service Contract Act will apply for all services. Current wage determinations can be found at DOL.gov for Union County, PA. A site visit will be held on April 3rd, 2019 at 1230 PM EST. Interested persons will need to submit the attached NCIC and DOJ Residency paperwork to Mr. Scott Barrett prior to 1200 PM EST on March 28th, 2019 at sxbarrett@bop.gov.
