Deliveries will be made to the United States Penitentiary, 330 Federal Way, Pine Knot, KY 42635. The Government reserves the right to make single or multiple awards based on best value. The Government will award to the responsible quoter(s) whose quote, conforming to the solicitation, is most advantageous to the Government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, past performance, quality, comparison with other offers, and administrative cost. The solicitation will be made available on or about August 19, 2019, and will be posted to the General Services Administration's Federal Business Opportunities website: http://www.fbo.gov.
