The contractor will provide the three (3) Zero Turn Mowers to the Facilities Department at FCI Gilmer, located at 201 FCI Lane, Glenville, WV 26351. A single award will be made to the responsible vendor or individual who submits the lowest quote to the Government based on conformance to the requirements and price. The anticipated date for receipt of quotes is on August 22, 2019 at 2:00 pm. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. This acquisition is a total small business set-aside. The North American Industrial Classification (NAICS) code is 333112 with a small business size standard of 1,500 employees. Delivery of all supplies will be FOB Destination to FCI Gilmer. All items will be delivered no later than thirty days after award. The solicitation will be distributed solely through the Federal Business Opportunities website at www.fbo.gov. The provision at 52.212-1, Instructions to Offerors-Commercial and the clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, with no addenda. The provision at 52.212-2, Evaluation-Commercial Items, is applicable as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
