The Federal Bureau of Prisons hereby submits a Request for Quotation (RFQ) under solicitation number 15B11919Q00000025 for the provision of three (3) Zero Turn Mowers, having a federal supply code of 4940. The contractor will provide the three (3) Zero Turn Mowers to the Facilities Department at FCI Gilmer, located at 201 FCI Lane, Glenville, WV 26351. A single award will be made to the responsible vendor or individual who submits the lowest quote to the Government based on conformance to the requirements and price. The anticipated date for receipt of quotes is on August 22, 2019 at 2:00 pm. Quotes are to be submitted via email with the above RFQ number in the subject line to David Duffield, Supervisory Contract Specialist, at dduffield@bop.gov. Description of Items, Quantity: 3 each Kubota ZD1511RLF-72R, Zero Turn Mower or equal, with the following characteristics: 4 Cylinder Diesel Engine, 30 HP, 12V 430 Amp Hr. Battery Hydrostatic Drive, Wet Multi Disk Brakes, 2 Hand Levers, Adjustable, Hydraulically Damped for steering control 13.1 Gal. Fuel Tank 15 x 6.5 - 8 flat free tires Zero turn radius Adjustable Front Axle: Rigid/Oscillating Dual Element Air Filter Deluxe Air Ride Suspension Seat Hands-free Hydraulic Deck Lift Hands-free Parking Brake Hydraulic Independent PTO Shaft Drive Mower Deck Wet Disk Clutch 72" Rear Discharge Mower Deck, with 3 blades, and bolt on skid bars New Equipment ONLY. NO USED OR REMANUFACTURED PRODUCTS WILL BE ACCEPTED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) whether proposed prices are determined to be fair and reasonable. This acquisition is a total small business set-aside. The North American Industrial Classification (NAICS) code is 333112 with a small business size standard of 1,500 employees. Delivery of all supplies will be FOB Destination to FCI Gilmer. All items will be delivered no later than thirty days after award. The solicitation will be distributed solely through the Federal Business Opportunities website at www.fbo.gov. The provision at 52.212-1, Instructions to Offerors-Commercial and the clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition, with no addenda. The provision at 52.212-2, Evaluation-Commercial Items, is applicable as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: price and technical capability equally. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and the additional FAR clauses cited as (4), (8), (14), (22), (25-28), (30), (33), (42), (49), and (55) in the clause are applicable to this acquisition. This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database.
