Dear Quoter: Enclosed is a solicitation package prepared by the Federal Bureau of Prisons, Federal Correctional Institution, Manchester, Kentucky, Contracting Office, for the acquisition of commercial items for our facility. This package contains all necessary information for you to submit to the government your price quotes for these items for consumption of the inmate population housed at FCI Manchester The Government shall award these items by line item to the lowest responsive/responsible offeror. This acquisition is set aside for small business. Delivery dates will begin January 1, 2024 and full delivery must be completed by January 25, 2024. The contract type is a firm-fixed price. The Government reserves the right to award to responsible vendor(s) whose offer, conforms to the solicitation, and is considered to be most advantageous to the Government. Past performance will be considered approximately equal in value to price. Past Performance (poor past performance, failure to deliver awarded items in the past, not meeting required specifications, etc.), may result with the vendors quotes being considered as a non-responsible vendor. All vendors awarded Purchase Orders must be registered in the SAM System (WWW.SAM.GOV) and willing to accept Electronic Funds Transfer (EFT) as a form of payment. Please pay close attention to the delivery date(s). Please quote only on those items specified. Do not change the item specified. Do not change the item description or the unit of issue. Do not use phrases such as “Minimum Award Amount”, “All or none”, or any other phrases that would limit the Government from awarding by line item. ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT REJECTING PART OR ALL OF THE QUOTES SUBMITTED. Please complete the Standard Form 1449 as such: Blocks 17a, 30a, 30b, and 30c. When submitting your quote consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning content, format, and submission of quotes. Quotes must be delivered to the Contracting Officer or to the contracting office at the address shown below no later than the time specified as the deadline for receipt of quotes. All quotations must be received on or before the deadline of November 29, 2023 at 2:00 p.m. EST. Quotes received after the deadline will be processed pursuant to Federal Acquisition Regulations 52.212-1(f). All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 for Contract Terms and Conditions - Commercial Items. This clause requires all contractors doing business with the Federal Government to maintain an "active" registration in the SAM.GOV database (formerly CCR database). In accordance with FAR 52.212-l(k), a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment. If the offeror does not become registered in the SAM database in time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. Offerors should include their Universal Entity Number (UEI) number in their offer, which will be verified by the contracting office. Payment will be made by government purchase card for awards at or below $10,000.00. For awards above $10,000.00, purchase orders will be issued and payment will be made by electronic funds transfer.
