Dear Quoter: Accompanying this cover letter is a Request for Quotation (RFQ) prepared by the Federal Bureau of Prisons, FCI Manchester, for the acquisition of Quarterly subsistence products (Dry Goods) for the Federal Correctional Institution Manchester, located in Manchester, Kentucky. This package contains all the necessary information for submitting a quote for evaluation. Performance period is July 1, 2023, to September 30, 2023. Orders will be placed by Food Services staff, and deliveries will be made throughout the performance period. When submitting your quote consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning content, format, and submission of quotes. Quotes must be delivered to the Contracting Officer or to the contracting office at the address shown below no later than the time specified as the deadline for receipt of quotes. All quotations must be received on or before the deadline of May 26, 2023 at 2:00 p.m. EST. Quotes received after the deadline will be processed pursuant to Federal Acquisition Regulations 52.212-1(f). All potential offerors are advised that this solicitation includes the clause FAR 52.212-4 for Contract Terms and Conditions - Commercial Items. This clause requires all contractors doing business with the Federal Government to maintain an "active" registration in the SAM.GOV database (formerly CCR database). In accordance with FAR 52.212-l(k), a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment. If the offeror does not become registered in the SAM database in time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. Offerors should include their Universal Entity Number (UEI) number in their offer, which will be verified by the contracting office. Payment will be made by government purchase card for awards at or below $10,000.00. For awards above $10,000.00, purchase orders will be issued and payment will be made by electronic funds transfer. In accordance with FAR 52.212-3, all potential offerors are required to complete the annual representations and certifications.
