This is a Sources Sought Notice for market research only, seeking capable 8(a) prime contractors for a firm-fixed-price construction contract to replace roofing at the Federal Correctional Complex (FCC) Butner, located at Old NC Highway 75, Butner, NC 27509. The estimated project magnitude is between $1,000,000 and $5,000,000. The contractor would remove approximately 35,000 square feet of flat EPDM roofing and 27,000 square feet of pitched shingle roofing, dispose of materials, and install a fully welded 80-mil TPO flat roof with tapered EPS insulation and a 30-year Class A asphalt shingle system on pitched areas. Work includes rebuilding penetrations, transitions, drains, curbs, walls, skylights, HVAC units, and flashing for a watertight, manufacturer-approved installation, along with labor, materials, equipment, certified installers, a 20-year non-prorated watertight warranty, QC inspections, daily reporting, and compliance with NRCA standards, building codes, and federal safety/security requirements. A pre-construction site visit will be scheduled at a later date, followed by a combined synopsis/solicitation, and work must be coordinated with FCC staff under strict security procedures.
