THIS IS NOT A REQUEST FOR COMPETITIVE BIDS. The Federal Bureau of Prisons Field Acquistion Office intends to award a sole source firm fixed price construction contract to C&C Boiler Sales and Service, Inc. for the necessary equipment, labor, materials, engineering services and incidentals to replace the existing Boiler Water System serving three Cleaver Brooks steam boilers in the Federal Medical Center in Butner, North Carolina. The proposed contractor, C&C Boiler Sales and Service, Inc., is the only authorized factory trained Cleaver-Brooks representative for the state of North Carolina. This requirement will be procured in accordance with regulatory authority at Federal Acquisition Regulation (FAR) 6.302-1(a)(2), "Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements" and Bureau of Prisons Acquisition Policy (BPAP) 6.3, “Other Than Full and Open Competition.” This notice of intent is not a request for competitive bids. However, all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be submitted via email to the contracting officer at jseratt@bop.gov by 1:00 PM Central on Friday, April 30, 2021. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
