No specification substitutions will be accepted. Products may be of foreign origin and distributed in the U.S. or Puerto Rico if brought in by a U.S.-based company, unless otherwise specified. The FSA determines which options are bid, and the NFSA/Chief Dietitian has final compliance authority; fried items may be baked at the institution's discretion.
