This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Department of Justice (DOJ), Office of Justice Programs (OJP), Office of the Chief Information Officer (OCIO) is issuing this notice to obtain information to identify Video Content Hosting Solution (VCHS). The following subject areas describe aspects of vendors’ products that are of interest or concern to OJP/OCIO: Video Content Hosting Solution: The VCHS product shall deliver a scalable solution to ingest, manage and archive video content for both public and private access. Content Delivery: The VCHS shall provide the ability to access, play and download video content (with or without subtitles via commercially available web browsers without customization of extension. Access Management: The VCHS shall provide granular access controls (role based) to content for internal and external consumption. Software as a Service: The VCHS must be available as a configurable Software as a Service (SaaS) platform. Performance: Provide access and consumption statistics. FedRAMP Certification: Status of certification under the Federal Risk and Authorization Management Program (FedRAMP). Private Tunnels to OJP Network: The SaaS offering must be accessible from the OJP network via a private tunnel, ensuring that all network traffic is secure. Extensibility: The VCHS must offer standardized, repeatable mechanisms for OCIO staff to add capabilities to it and to share components of solutions among projects. Integration Through RESTful Services: The VCHS must provide simple approaches to integrate with RESTful web services presenting access to information and functions available among OCIO systems and must, itself, make it simple to present access to information and functions available in the product. The product must manage security around access to the information and functions it offers. Identity Federation: The VCHS must be capable of integrating with separate Identity Provider (iDP) realms for external users (not on OJP’s network) and for internal users (on OJP’s network) through the use of SAML, OAuth, and/or OIDC. Artificial Intelligence: Illuminate the AI capabilities of the solution and/or ability to leverage external capabilities. The OJP/OCIO is seeking the following information from interested companies, with respect to the following items/questions: 1. Describe how your product addresses each of OJP’s requirements as presented in the list, above. 2. Describe relevant applications of your product in the public and private sectors. 3. Describe how your product integrates with deployment processes to organize releases with related components (clients and services) in a system of systems solution. INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to ten (10) single sided pages (including all attachments, charts, etc.). In addition to answering the questions above, the response should also include the following information clearly marked on the first page of the response: Business concern’s name, points of contact, and cage code Business concern’s current business size status Business concern’s applicable GWAC (i.e Federal Supply Schedule(s)) All responses to this Sources Sought Notice must be submitted electronically (via e-mail) to Keara Brown-Spinner, Contracts Specialist, at Keara.Brown-Spinner@ojp.usdoj.gov.
