Amendment 3) Question and Answers have been published and distributed to the perspective contractors that have forwarded a NDA. (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. To receive the full solicitation and information for the proposal, the Non-Disclosure Agreement that is attached to this combined synopsis/solicitation, needs to be filled out and returned to this office. CO will issue an IDIQ contract pursuant to FAR 12- Commercial Items and FAR 19 Small Business using FAR Part 15 Negotiation Procedures. (ii) This solicitation, number 15A00024R00000039, is a requested for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 7/2/2024. (iv) This is for a small business set-aside. The NAICS code is 541519 Other Computer Related Services with a small business size standard of $34 million. (v) The specific list of line item number(s) and items, quantities, and units of measure including option(s), for these services will be forwarded and disclosed when the corresponding NDA has been received by the U.S. Government. (vi) This combined synopsis/solicitation is for Other Computer Related Services for ATF computers and software items. These service descriptions will be forwarded and disclosed when the corresponding NDA from the offerors has been received by the U.S. Government. (vii) The services will be delivered over a period of one base year and 4 ordering years. Specific dates will be addressed with corresponding award date. Place(s) of delivery and acceptance will be forwarded and disclosed when the corresponding NDA has been received by the U.S. Government. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. All addenda to the provision are included in the proposal. (ix) The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services is to be used. The specific evaluation criteria will be included in proposal and will be forwarded and disclosed when the corresponding NDA has been received by the U.S. Government. (x) When the offerors forward their proposal is will need to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and a statement regarding any addenda to the clause. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition. Any of the additional FAR clauses cited in the clause are applicable to the acquisition. The offeror will note these in the proposal that will be forwarded and disclosed when the corresponding NDA has been received by the U.S. Government. (xiii) Any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices will be forwarded and disclosed when the corresponding NDA has been received by the U.S. Government. (xiv) A statement regarding the Defense Priorities and Allocations System (DPAS) and assigned rating, if applicable. (xv) Q & A are due no later than 4:00 pm Eastern Standard Time, 15 July 2024.
