Amendment 0001: This Amendment extends the solicitation from 12 Aug. 2024, 11:00 am EST to 13 Aug. 2024, 4:00 pm EST. In addition administrativly, David Berger as the contract specilaist and Charles Strickland as the contracting officer was added to the UFMS contract system for this contract action. Except as provided herein, all terms and conditions of this Solicitation remains unchanged and in full force and effect. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 15A00024Q00000093 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 621112. This requirement is an unrestricted/full and open competition. This requirement is for Peer Support Program Medical/Direction Training. Please see Performance Work Statement (PWS) (ESS Peer Support_PWS) for full description of the requirement and solicitation #15A00024Q00000093 for the list of contract line item number(s) and items, quantities, units of measures. The Period of Performance (POP) will be for one (1) Base year with four (4) Option years. Actual dates will be determined at award. The place of performance shall be at the National Coordination Center at a in-patient facility that must be within 75 miles of 99 New York Avenue, Washington, DC 20226 (ATF Headquarters). The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference/full text respectively: FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the additional clauses in paragraph (b) identified in the solicitation. FAR 52.212-2, Evaluation- Commercial Products and Commercial Services, is not applicable to this requirement. Please see solicitation for additional contract requirement(s) or terms and conditions determined by the Contracting Officer to be necessary for this requirement. Vendors SHALL be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7. Additional ATF local and FAR clauses and provisions are included in the solicitation. Additionally, provisions that require fill-ins for this solicitation are included. The vendor shall return these fill-ins with their solicitation response or confirm responses on SAM.gov registration.
