This is a combined synopsis/solicitation for commercial items in accordance with Federal Acquisition Regulation (FAR) Part 12 – Commercial Items and as supplemented with additional information included in this notice. This announcement is the only solicitation notification for which proposals are accepted. No other written solicitation will not be issued. The Government contemplates a single award of a Blanket Purchase Agreement (BPA) for polygraph examinations to support the Bureau of Alcohol Tobacco Firearms and Explosives (ATF). Due to the sensitivity of the requirement, the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) is restricted - See Special Instructions. ATF will consider all proposals submitted by responsible offerors, registered and active in SAM, whose offer conforms to the solicitation and is deemed to be most advantageous to the Government, evaluation factors considered – See Solicitation. Offeror Representations and Certifications – Commercial Items applies to this acquisition. Prospective vendors must be actively registered with the System for Awards Management (SAM) website at http://www.betasam.gov. The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items applies to this acquisition. The offeror must have a current profile in the Online Representations and Certifications (http://orca.bpn.gov) prior to award. The above referenced FAR clauses and provisions may be accessed via the World Wide Web at www.aquisitions.gov/far. SPECIAL INSTRUCTIONS: Due to the sensitivity of the PWS and QASP, all responsible potential offerors shall request a copy of the PWS and QASP along with submission of a Non-Disclosure Agreement (NDA) via email immediately – See Attachment D NDA Law Enforcement Sensitive (15A00022R00000002). Upon receipt of request and NDA – the Contracting Officer (CO) will make the PWS and QASP available. Note: Failure to request PWS and QASP along with NDA submission shall not constitute reason for solicitation extension. All questions related to this announcement shall be received no later than 5PM EST on December 27th, 2021 via email to Brian.Wilkins@atf.gov and “Polygraph Examinations - 15A00022R00000002 - Questions” in the SUBJECT line. Questions not received by then will be considered LATE and may not be considered or addressed. Offers shall conform to the solicitation and be submitted no later than 5PM EST on January 7th, 2022 via email to Brian.Wilkins@atf.gov and “Polygraph Examinations - 15A00022R00000002 - Offer” in the SUBJECT line. The purpose of this Amendment 0001 is hereby issued to extend the due date for proposals to January 17th, 2022 5:00pm EST. The purpose of this Amendment 0002 is hereby issued as follows: 1) To add CLINs for NO SHOW EXAMS. 2) To Remove under Section M Security Clearance Pass / Fail To Add the Questions and Answers asked.
