This notice is published for informational purposes only and is not a request for competitive quotes. THIS IS A SOLE-SOURCE REQUIREMENT. The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed price, bridge contract to: Tri-Tech Forensics, Inc., 8770 Trade Street, Leland, North Carolina, 28451-8894 for Bode DNA Buccal Collection Kits. The FBI awarded Contract Number 15F06719D0004402 to Tri-Tech Forensics on September 30, 2019. Tri-Tech Forensics is a small business concern. The North American Industry Classification System (NAICS) code for these Bode DNA Buccal Collection Kits is 334516, Analytical Laboratory Instrument Manufacturing. The size standard is 1000 employees. Vendors must be registered in the System for Awards Management (https://sam.gov/SAM/) to receive Government contracts. The FDDU was first mandated to begin collecting blood samples from individuals convicted of certain federal offenses and individuals convicted of certain offenses in the District of Columbia per the DNA Fingerprint Act of 2005. The legislation has since expanded the scope of DNA sample collection in the federal jurisdiction to include individuals who are arrested, facing charges, or convicted, and from non-US persons detained under the authority of the US government. In order to collect a sample from these individuals, the FBI is mandated to provide a buccal sample collection kit to all Federal agencies. Each collection kit must contain all necessary items needed to take a buccal sample and optionally a fingerprint from a single arrestee, convicted offender, and/or non-US citizen detainee. Recently the amount the of collections has more than tripled, due to the DHS collection initiative. Due to this increase the FDDU has an urgent need to acquire more collection kits. The FBI will award a new contract action to take care of this need in Fiscal Year (FY) 2022 but needs an emergency purchase to make it through calendar year 2021. Without collection kits, the FDDU will reach mission failure in December 2021. The FBI intends to negotiate with only one (1) source under the authority of Federal Acquisition Regulation (FAR) 6.302-1; Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interests and capability to respond to this requirement by September 7, 2021 at 9:00 AM, (EST). Emailed responses will only be considered. No phone calls. No solicitation document is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses shall include the firm’s Dun and Bradstreet number and their Business Size. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
