THIS IS NOT A SOLICITATION OR REQUEST FOR OFFERS. The Federal Bureau of Investigation (FBI) intends to award a sole-source, firm-fixed price contract to: SoftGenetics, LLC, 100 Oakwood Avenue, State College, Pennsylvania, 16803 for a one (1) year license renewal of SoftGenetics GeneMarker High Throughput Sequencing (HTS) Forensic NGS Software. The FBI's Laboratory Division currently utilizes GeneMarker HTS software to sequence mitochondrial DNA (mtDNA) data generated by Next Generation Sequencing (NGS) instruments. The GeneMarker HTS software is a proprietary product only available from SoftGenetics. Moreover, SoftGenetics is the only authorized vendor to perform software maintenance. The North American Classification System Code (NAICS) is 511210, Software Publishers. In Fiscal Year (FY) 2021, the FBI awarded Purchase Order (PO) Number 15F06721P0003147 to SoftGenetics, LLC. The FBI intends to negotiate with only one (1) vendor under the authority of FAR 6.302-1, [Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements]. Interested parties may identify their interest and capability by responding to this requirement by February 19, 2022, at 11:00 AM, (EST). Emailed responses will only be considered. No phone calls. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with provided capability information will be provided.
