Sources Sought Synopsis The Department of Housing and Urban Development ("HUD" or "government") is issuing this sources sought synopsis as a means of conducting market research to identify entities that are ready, willing, and able to support this potential requirement for an IDIQ contract for Troubled Public Housing Agencies (PHAs) under the Office of Field Operations (OFO), and whom possess sufficient resources and experience to do so. The result of this market research will contribute to determining the method of procurement. The provisional North American Industry Classification System (NAICS) code assigned to this procurement is 541611 There is no active solicitation at this time. This request for capability information does not constitute a request for proposals, therefore 1) submission of any information in response to this market survey is purely voluntary; and 2) the government assumes no financial responsibility for any costs incurred. If your entity believes it has the capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to assess the potential market to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance-based service acquisition contract. Based on the responses to this sources sought synopsis, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Additional information on the required services is listed below. Background: HUD administers and manages a range of programs authorized and funded by Congress under the basic provisions of the U. S. Housing Act of 1937, as amended, to provide public housing and Section 8 rental assistance for entitled applicants. Congress has provided funds for the operation of public and assisted housing units, resident services, public safety and homeownership, and for the improvement of the management of programs by the PHAs overseeing the housing. HUD established two performance monitoring tools, the Public Housing Assessment System (PHAS) to evaluate the ability of PHAs to provide safe, habitable, and affordable housing to low-income families; and the Section Eight Management Assessment Program (SEMAP) to evaluate the ability of PHAs to administer the Housing Choice Voucher Program. To assist the Department in providing and improving services to Public Housing residents, HUD established the Resident Opportunity for Self Sufficiency Program (ROSS), which provides PHA residents with supportive services, empowerment activities and assistance in becoming economically self-sufficient; and the Rental Housing Integrity Improvement Project, RHIIP which is designed to reduce income and rent errors and improper payments in the administration of PH programs. Objectives: Office of Public and Indian Housing (PIH) is responsible for assisting PHAs, resident organizations, resident groups, housing assisted entities and members of the public. The objectives of the Performance Work Statement (PWS) are: 1. Assess the magnitude and seriousness of a PHA's non-compliance with HUD rules and regulations, analyze the situations, document non-compliance program findings, provide guidance for trouble-shooting underlying problems, develop remedial plans, and implement remedial plans; 2. Assist with improvement of the quality in public and assisted housing stock and the management and operation of the federal public and assisted housing programs; 3. Provide technical assistance and training to PHAs whose housing programs have been determined to be substandard, troubled or near troubled based on Public Housing Assessment System, PHAS or Section Eight Management Assessment Program, SEMAP scoring/evaluations; 4. Provide technical assistance and training as it relates to grants management. Description of Work: HUD requires a contractor to provide technical assistance to PHAs that shall cover a full range of services to identify the root cause of the troubled or substandard Public Housing Program or troubled or near troubled Housing Choice Voucher Program; to plan and implement recovery strategies; to assist PHAs in resolving identified deficiencies and to serve as an administrative receiver, if deemed necessary. Also the capability to provide: management analysis, research, data validation, report development, examination and analysis of policies and procedures relating to personnel, travel, internal controls, risk mitigation, contracting, quality control reviews, monitoring, development, occupancy, maintenance, financial management, utilization, special needs groups; review and analysis of audited and un-audited financial statements and records including budget, management, accounting and financial conditions; and assessment of information needs and recommendations for improvement. The Public Housing Authority/Public Housing Agency may require preparation of an approvable demolition/disposition application and successful procurement and implementation of the demolition/disposition plan. • The Contractor shall provide technical assistance in any of the following: develop written materials to grantees, disseminate written materials, and conduct workshops for PHAs, assisted housing entities, resident organizations, and grantees. • The Contractor shall provide the following services but, are not limited to: the development and delivery of training materials and professional technical writing services. The Contractor shall develop guidebooks, handbooks, fact sheets, manuals, reports, notices, application kits, and other directives that incorporate various regulatory and programmatic changes. The following topics may be included: occupancy, energy conservation, tenant income verification, citizenship, homeownership, accessibility for people with disability including design for new construction or substantial rehabilitation; redesign for existing facilities; and program accessible through admission and occupancy, Veterans, tenant screening, HTJD-50058, family self-sufficiency, family unification, resident opportunities, and supportive services. • The Contractor shall assist with the development of new formulas and negotiated rulemaking including research, videoconferences, material development, and supporting documentation. • The Contractor shall provide training on new regulation, policies, initiatives, and procedures. The greatest emphasis in this training will be placed on receiving current and new elements of the new regulation, formula, rule or directives. • The Contractor shall provide management analysis, research, data validation, report development, examination and analysis of policies and procedures relating to personnel, travel, internal controls, risk mitigation, contracting, quality control reviews, monitoring, development, occupancy, maintenance, financial management, utilization, special needs groups; review and analysis of audited and un-audited financial statements and records including budget, management, accounting and financial conditions; and assessment of information needs and recommendations for improvement. • The Contractor shall deliver a broad range of services to assist the PHA in meeting the tasks and milestones associated with the management plan. The services will assist, demonstrate, and train Public Housing Authority/Public Housing Agency personnel how to carry out the required activities which may include, the following: • The Contractor shall deliver a broad range of services to assist the PHA in meeting the tasks and milestones associated with operating efficient and effective maintenance systems. • The Contractor shall deliver a broad range of services to assist the PHA in determining viability of any or all developments and scattered site housing and prepare summarized findings and alternatives and recommendations. • The Contractor shall deliver a broad range of services to assist the PHA in developing approvable demolition/disposition application and successful procurement and implementation of the demolition/disposition plan. • The Contractor shall deliver a broad range of services to assist the PHA in financial management functions consistent with HUD policy, meeting GAAP and which are be auditable. • The Contractor shall deliver a broad range of services to assist the PHA with Procurement and contracting, including the ability to identify needs, prepare Request for Proposals, and successfully evaluate offers and select contractors. Procurement staff shall be sufficiently trained to perform work which conforms to HUD and industry standards. • The Contractor shall deliver a broad range of services to assist the PHA with security and law enforcement services including development of a security plan which is in compliance with HUD policy, can assure the long-term viability of existing security systems, and accurately forecast future needs. Staff must be sufficiently trained to ensure adequate security services. • The Contractor shall deliver a broad range of services to assist the PHA with developing a comprehensive plan to address resident services including elderly persons, persons with disabilities, and family self-sufficiency. The PHA must have cooperative agreements with local welfare agencies to target supportive services and partnerships with resident service organizations. Resident services and initiatives must be in compliance with HUD program requirements. • The Contractor shall deliver a broad range of services to assist the PHA to develop a sustainable energy conservation plan including energy efficient physical improvements and energy audits including developing written policies and procedures which address all components of Section 8 administration compliant with HUD regulations, directives, and policies. • The Contractor shall deliver a broad range of services to assist the PHA to develop asset management strategies and marketability of housing stock including developing housing market analysis which identifies current and projects five-year needs. • The Contractor shall deliver a broad range of services to assist the PHA to develop a curricula training staff in topics such as welfare reform, income targeting and rent reform, deregulation and streamlining, consolidation of public housing programs, and the merger of Section 8 certificates and vouchers.
