Field Service Management Services 3.12 Areas [3A/4A]_ [5A/8A]_1D_2D [4D/5D] [3S/5S] [4S/6S]

Notice ID:JA_26_30

HUD’s Office of Single-Family Housing, Office of Single Family Asset Management has an urgent need to continue Field Service Management services through an other-than-full-and-open competition. The resulting hybrid fixed-price/cost-reimbursable IDIQ contract would provide a 12-month base period, one 12-month option period, and up to six additional months under FAR 52.217-8. The current 3.12 Field Service Management contracts are in option year 2, with the base contracts expiring November 1, 2026, and current option 2 task order ordering periods expiring February 15, 2027. Although option years 3 and 4 remain, HUD has determined it is not in the Government’s best interest to exercise the next option for these areas due to poor performance. Performance issues include vendors suspending operations over unpaid client invoices, lack of property preservation and maintenance leading to liens and blocked sales, and non-payments escalating to Congressional inquiries that risk HUD’s reputation and funding.
