The purpose of this requirement is to acquire a data subscription service, for Commercial and Residential properties in the Federal Housing Administration’s (FHA’s) portfolio, that provides housing market analysis, sales transactions, single property valuation and analysis, comparable real estate sales, commercial property data, 25-year house price index forecast by Metropolitan Statistical Area (MSA), and climate data risk scenarios. The on-line data subscription service will support the Office of Risk Management and Regulatory Affairs (ORMRA), Office of Evaluation and Office of Risk Management. The U.S. Department of Housing and Urban Development (HUD) is responsible for risk assessment of Federal Housing Administration (FHA) insured and HUD-assisted residential (single-family) and commercial (multifamily and healthcare) properties. Real estate market data, housing price forecast economic data and climate data risk scenarios are all needed to perform comprehensive risk assessments. In addition, HUD is responsible for monitoring the performance of FHA’s single family and multifamily programs. It prepares periodic reports to the FHA Commissioner on FHA business activities and oversees the statutorily mandated annual independent actuarial review of single-family endorsements contained in the Mutual Mortgage Insurance Fund (MMIF), FHA’s largest insurance fund.
