The Department of Housing and Urban Development (HUD) intends to negotiate a sole source fixed priced contract for a 12 month base period and four 12 month option periods with the following company: Carahsoft Technology Corporation 11493 Sunset Hills Road Suite 100 Reston, VA 20190 HUD has prepared a sole source justification on the basis of other than full and open competition for this effort. HUD intends to negotiate with only one source under the authority of 6.301-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The U.S. Department of Housing and Urban Development, Public and Indian Housing has a need for digital subscription management services requires access to the eGovDelivery platform. This requirement includes the following elements: Provide hosting and management services that include: 1)Unlimited emails sent and subscribers; 2)Social media integration; 3)Customize signup and email templates; 4)Access to partnerships with other federal agencies in the Network; 5)Ongoing email and digital subscription licenses for unlimited newsletters and recipients; 6) Support to upload and migrate existing email lists, content, templates, and data; 7) Ongoing support by Client Success Consultant; 8) 24/7 Customer Service and Emergency Support; 9) Access to a complete archive of all data created by the client for at least 18 months on rolling basis; 10)Real-time reports with data analysis; 11) Training for PIH users on the platform. The North American Classification System Code (NAICS) for this requirement is 518210– Computing Infrastructure Provides, Data Processing, Web Hosting, and Related Services with a NAICS size standard of $40 Million. This notice will be distributed solely through the General Service Administration’s Contracting Opportunities website (www.beta.sam.gov). Interested parties are responsible for monitoring the Beta.Sam website to ensure they have the most up-to-date information about this requirement. This notice satisfies the requirements for FAR 5.102(a)(1) and 5.203(a)(1). This Notice of Intent to Sole Source is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date below which reflect 7 days after the publication of this notice, the solicitation will be issued as a sole source requirement to Carahsoft Technology Corporation .
