This is a solicitation for the acquisition of commercial services publicized in accordance with Federal Acquisition Regulation (FAR) 5.203. The Multifamily Office of the United States Department of Housing and Urban Development (HUD), has a need for contractor support services to provide Energy and Water Benchmarking Services. This Request for Quote (RFQ) is for benchmarking services to manage the program process and provide technical assistance. This requirement is being competed on the GSA Schedule through GSA eBuy https://www.ebuy.gsa.gov/ebuy as a Multiple Award Schedule (MAS) FAR 8.404(a) requirement. Competition and award will only be among GSA MAS contract holders. The Government anticipates a Fixed Price Contract that provides for an adjustable price and includes a ceiling price per line item. The assigned NAICS Code is 541690 and 541690E “Energy Consulting Services.” The period of performance for this requirement will consist of a base period and three one-year option periods. HUD has a statutory obligation from August 16, 2022, when the Inflation Reduction Act of 2022 (Public Law No. 117-169) was enacted. Title III, Section 30002 (Improving Energy Efficiency or Water Efficiency or Climate Resilience of Affordable Housing) was made available to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resiliency of an eligible property. The closing date for submission of proposals is contained in the solicitation. Offerors must be registered in the System for Awards Management (sam.gov) prior to the award of a government contract along with having a current GSA Schedule. Failure to register in sam.gov or be an active GSA Schedule Supply holder will make an offeror ineligible for award. The solicitation will be available on https://www.ebuy.gsa.gov/ebuy. The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), Multifamily Housing (MFH) intends to issue a Request for Quote (RFQ) to on or about April 6, 2023 for an acquisition seeking Energy and Water Benchmarking support services. Services include: Creating a strategy that will support MFH POAs in their efforts to gather, track, and analyze project-level utility consumption and costs (owner- and tenant-paid) across the MF portfolio and submit that information to HUD. Facilitating and encouraging sustained owner engagement in collecting and evaluating energy usage data and promoting conservation measures and investments in improved energy and water efficiency. The official solicitation will be issued via GSA eBuy. The purpose of this notice is to establish a dialogue between industry and the Government to allow all interested parties an opportunity to understand HUD's goals for the program; learn about the proposed acquisition approach and seek industry feedback. All comments, questions and recommendations must be submitted to the HUD Contracting Officer in order to assure they are given proper consideration. Upon finalization of a solicitation which will be posted to gsa.ebuy.gov/, HUD may elect to conduct a pre-proposal conference. The Government anticipates award of a single Firm Fixed Price (FFP) contract type. The assigned NAICS Code is 541690 “Other Scientific and Technical Consulting Services” with a small business size standard of $19 million. The period of performance for this requirement will consist of a base period and three one-year option periods. The closing date for submission of proposals will be contained in the solicitation.
