This is a notice of intent to award a contract Other Than Full and Open Competition under the authority of 41 U.S.C. § 3304(a)(2) as prescribed by Federal Acquisition Regulation (FAR) Subpart 6.302-2, unusual and compelling urgency. This is not a request for competitive quotes/proposals. The services to be provided is for a Contractor to provide Preservation and Protection (P&P) cost estimating via commercially available web-based Software as a Service (SaaS) subscription access service.
