Amendment 00002 (07/19/2022): The purpose of this Amendment is to: (1) Extend the Solicitation closing date, (2) Revise Solicitation Sections B.3., B.5., C.1., D., E.2., E.5., E.6., and E.7; and (3) Revise Solicitation Attachments 0003 and 0004. Changes are as follows: 1) The due date of the solicitation has been extended from July 20, 2022 2:00pm EST to August 10, 2022 2:00pm EST. 2) The following Solicitation Sections are hereby revised as follows: B.3. - Contract Type: A hybrid contract with Firm Fixed Price (FFP), Fixed Unit Rate (FUR), and Time and Material (T&M) line items is anticipated; B.5. - LINs 0006, 0007, 0008 and all similar option LIN types have been revised, C.1. - T&M clauses have been incorporated; D. - Attachments 0003 and 0004 have been updated; E.2. - The type of contract under FAR Clause 52.216-1 has been updated; E.5. and E.6. - Evaluation factors remain unchanged. However, the order of precedence and the language under the basis of award has been revised for clarity; and E.7 - FAR Clause 52.212-3 has been updated. See updated documents dated 07/19/2022. 06/15/2022: The purpose of this Amendment is to: (1) Provide the Government's responses to industry questions, (2) Extend the Solicitation closing date, (3) Update FAR Clauses 52.212-3 and 52.212-5, (4) Revise Solicitation Attachments 0001, 0003, 0004, 0005, PWS Attachment 18, and (5) Update Solicitation Sections E.5 and E.6. 05/20/2022: This solicitation document is issued as a Request for Proposal (RFP). The U.S. Department of Housing and Urban Development’s (HUD’s) Office of Single Family Asset Management (SFAM), has a requirement for Real Estate Owned (REO) case management support services. The Contractor shall provide Real Estate Owned (REO) case management support services via a web-based Software as a Service (SaaS) subscription service. Contractor’s web-based SaaS subscription service shall provide SFAM, HUD staff, and its business partners with the capability to send, receive, distribute, analyze, maintain, and manage information relative to HUD specific case management and workflow tracking processes. The Government is not seeking subscription services from an Offeror whose web-based SaaS applications, for REO case management support services, are still under development. The Offeror’s FedRAMP compliant commercial web-based SaaS subscription service shall have applications that are operational (i.e., not under development), functional (i.e., able to provide and support basic business processes listed in section 5 of the Performance Work Statement (PWS)), and generally available by the due date of the proposal. Only one (1) award is anticipated as a result of this solicitation. This procurement is being competed on a full and open competitive basis utilizing the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 15 - Contracting by Negotiation, as supplemented by HUD Acquisition Regulation (HUDAR) Part 2415. The Government intends to award a hybrid contract consisting of Firm Fixed Priced (FFP) and Indefinite Delivery Indefinite Quantity (IDIQ) Line Item Numbers (LINs). Only FFP task orders will be issued off the IDIQ LINs. The anticipated period of performance for this requirement consists of a 1-year base period [(September 1, 2022 – August 31, 2023) includes a 3-month transition-in period (September 1, 2022 – November 30, 2022) and a 9-month full performance period (December 1, 2022 – August 31, 2023)] with four 1-year option periods. The applicable NAICS Code is 518210 “Data Processing, Hosting, and Related Services” with a small business size standard of $35 million. Paper copies of the solicitation will not be provided.
