This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. Solicitation, 86615621R00004, is being issued as a Request for Proposal (RFP). Proposals are being requested. Provisions and clauses in effect through Federal Acquisition Circular 2021-06 are incorporated into this RFP. This requirement is Unrestricted with a NAICS code of 523930 “Investment Advice.” The period of performance is one (1) base year and four (4) option years if exercised. The type of contract will be a firm-fixed price (FFP). All materials submitted in response to this RFP should reference the RFP number, 86615621R00004. Please be advised that if your firm submits a proposal, it shall be considered valid for a period of 90 days from the established solicitation closing date. The Government will award a contract made on the basis of the best value tradeoff resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation meeting or exceeding the acceptability standards for non-cost factors. The Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO) may award the contract with or without discussions. All proposals are due no later than 2:00 pm (EST), August 30, 2021. All interested parties will be required to submit a written proposal in response to the RFP. Proposals must be received no later than the time specified for receipt of proposals to be considered for award. Solicitation is attached.
