The services shall include: Public Housing Program HCV Program Activities to Improve the Overall Performance of the PHA PHAs that are found to be performing poorly or in non-compliance receive troubled designations from HUD. In severe cases, HUD may declare PHAs to be in substantial default and/or place PHAs in receivership. Substantial default and troubled PHAs as well as those PHAs that are at risk of defaulting or becoming troubled often require an extraordinary level of individualized and specialized intervention by HUD to address, remedy and cure deficiencies. Currently, in the public housing and HCV programs, there are approximately 120 PHAs officially designated troubled by HUD, five under HUD-declared declarations of default, two in HUD receivership, at least two pending default determinations, and an additional 400 designated substandard performers or at risk of further declining performance
