The Contractor shall generate an updated literature review on housing insecurity (including an analytic review of the report “Measuring Housing Insecurity: Index Development Using American Housing Survey Data”), convene an expert roundtable on housing insecurity, develop a plan for analyses to be carried out at the end of the first year and through the second year of the contract – with a particular focus and emphasis upon developing an index to measure housing insecurity, develop programs to analyze AHS public use data, perform an initial analysis of this data, and produce interim and final reports for researchers and policymakers internal to HUD emphasizing the methodological developments that have been made through this work to creating an index to measure housing insecurity.
