The contractor shall lay a foundation to understand the mechanics, value and effectiveness of shifting the utility cost burden from PH, MF, and RAD projects to tenants through the installation of utility sub-metering systems. Sub-metering is the installation of additional metering devices after the primary utility meter that can measure the amount of a utility consumed by a specific entity.
