The U.S. Department of Housing and Urban Development (HUD) is issuing solicitations to obtain the services of real estate appraisers to provide Rent Comparability Studies (RCS) for HUD in four designated geographic regions of the United States. The four regions are listed below: Region I: Northeast, based in New York the states include Connecticut, Delaware, District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, and West Virginia. Region II: Southeast, based in Atlanta the states are Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, Puerto Rico, South Carolina, and Tennessee. Region IV: Midwest, based in Chicago, the states are Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. Region V: West, based in San Francisco, the states are Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming. The government anticipates releasing one solicitation per region between the months December 2023-March 2024, each with a unique solicitation number. Northeast Region (I) – Solicitation # 86614124R00002 Southeast Region (II) - Solicitation # 86614124R00004 Midwest Region (IV) - Solicitation # 86614124R00003 West Region (V) – Solicitation # 86614124R00001 The Contractor will perform the services (projects) in their designated region if selected for award. The government intends to limit competition to small businesses, who meet the $9.5 Million small business size standard applicable to North American Industry Classification System code 531320, Offices of Real Estate Appraisers and Product Service Code R411, Professional-Real Property Appraisals. The government anticipates making one award (single award) in each region listed but reserves the right to make multiple awards based on agency need. Each awarded contract will have a five-year period of performance under a firm-fixed unit price, Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract. HUD is procuring these services in accordance with Federal Acquisition Regulation (FAR) Subpart 15 Contracting by Negotiation. The solicitation will be published through the System for Award Management at SAM.gov. It is the responsibility of the offeror to monitor SAM.gov for the release of the solicitation and all attachments. HUD will not honor any written or telephone requests. All prospective offerors shall be actively registered in the System for Award Management (SAM) database. The solicitation will not be available in paper format. Businesses may obtain information on registration at SAM.gov.
