This is a combined synopsis/solicitation for Rent Comparability Studies (RCS) prepared according to FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part's 13, 19, and Subpart 16.7 also apply. This procurement is a 100% Small Business Set-Aside. The US Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO) has a requirement to establish one or more Blanket Purchase Agreements (BPAs). The term of the BPA will be for a period of five (5) years. The solicitation documented and incorporated clauses and provisions and those in effect through Federal Acquisition Regulation Circular (FAC) 2019-03 and HUD Acquisition Regulations (HUDAR) #6 dated May 15, 2019. The BPA will provide HUD with a contracting vehicle to place call orders for obtaining RCS for multifamily properties. The contractor will provide third party appraisers to prepare Full Rent Comparability Study - No Post-Rehab Rents and Full Rent Comparability Study Including Post-Rehab Rents (STUDIES) according to Chapter 9 of the Section 8 Renewal Policy Guide (GUIDE). The contractor must perform the Studies (i.e. projects) for the HUD Office of Multifamily Programs, in the Atlanta Region: Georgia, Kentucky, Tennessee, North Carolina, South Carolina, Florida, Mississippi, Alabama, US Virgin Islands, and the Commonwealth of Puerto Rico.
