UPDATE: RFQ POSTING: Vendors Shall respond electronically. No hard copy quotes will be accepted. Offerors shall ensure all quote submittals are received by the due date and time specified. Offerors shall forward electronic submittals to both Gvoernment Point of Contacts' listed herein. The Department of Housing and Urban Development intends to release request for quote 86543J19Q00001 on or about 15 March 2019 for Electronic Mail Services (EMS) that covers - (1) Electronic Bulk Mail, (2) an Electronic Bulk Mail and Electronic Certified Mail Management Services System, and (3) a 24/7 Web-Based Electronic and Electronic Certified Mail Management System. HUD requires the services of a USPS approved contractor, that is currently IRS-certified, to provide 24/7 web-based mailing services directly via a secure internet website. Services to be provided for HUD Headquarters at 451 7th Street, SW, Washington, DC 20410. The solicitation will be issued as a commercial solicitation under FAR 13.5 and 100% set-aside to small businesses under NAICS 561499; $15M size standard. The solicitation will result in one (1)-Five (5)-Year (Base and four Options) Firm-Fixed Price (FFP) contract. The estimated contract value is $600K. The official release of the Request for Quote (RFQ) will be posted on the Government point of entry web site at https://www.fbo.gov/. The on-line version of the RFQ includes all documents of the solicitation package, including any amendments. No hard copy of this RFQ will be issued. Amendments, if any, will be posted at the same location as the solicitation. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents. The Government will not pay for the information received. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/public/SAM/. It is the potential offeror's responsibility to monitor the GPE website on a regular basis for any updates to these documents. Other documents, as necessary, will be posted when available. It is the Contractor's responsibility to ensure all quotes submittals are submitted electronically. The Government will not be liable for quotes that are sent by email and are not received because of the document size or email limitations. The Contractor shall obtain verification of receipt of quote. Quotes shall not exceed 10MB per email. Offerors' are cautioned they may have to send multiple emails should the email content exceed the stated capacity.
