DEPARTMENT OF HOMELAND SECURITY/UNITED STATES SECRET SERVICE *UNIFORMED DIVISION* This notice constitutes a Request for Information (RFI) Pursuant to Federal Acquisition Regulation (FAR) Part 15.201 for the purpose of determining the capability of sources in the marketplace for a contemplated effort for body cameras. This RFI is for procurement planning purposes Only for eventual award and shall not be construed as a request for proposals/quotes, solicitation, or commitment on the part of the Government to issue any future solicitation or award. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. The contemplated effort would be a firm fixed price contract to purchase an estimate of 2,000 cameras. The North American Industry Classification System (NAICS) code for this requirement is 334220. Responses must show demonstrated, recent, relevant experience in the areas of operating characteristics and functionality as listed below. The Body Worn Camera shall: record video at 1080 vertical scan lines (Threshold), 8K vertical scan lines (Objective) for high definition video resolution. have a field of view of 150 degrees (Threshold), 180 degrees (Objective). have night vision capability to record video in low light and night conditions. record video for 12 hours (Threshold), 24 hours (Objective). provide pre-event recording (continuous pre-recording) that is adjustable from 30 seconds (Threshold) to two minutes (Objective) prior to activating the camera. provide a means to categorize, redact and label video. be capable of manual activation and deactivation. be GPS capable which can be manually disabled (Threshold) and remotely activated (Objective). have a docking station that is Wi-Fi capable. be capable of remote live feed monitoring and remote activation. have cellular wireless connectivity compatible with the user's wireless carrier. have the capability for geo-fencing. have the capability to automatically disable audio and video as needed for geo-fencing. have sufficient internal memory for video storage based on 12 hours of video at 1080p resolution (Threshold), 24 hours of video at 8K resolution (Objective). provide status of the internal memory usage on the device and via remote monitoring. provide time and date stamp on all video recordings. synchronize time on all video and audio recordings to a specific standard (i.e. GPS, Cellular provider, network). consist of a replaceable and rechargeable battery which is separate from the camera housing. have a quick charge function which can fully charge in 1 hour or less (Threshold), 30 minutes or less (Objective) from zero charge status. provide the status of the battery charge on the device and via remote monitoring. automatically initiate a proper shutdown of camera to avoid data corruption when the battery level is low. be able to charge via an individual portable charger or base charging system. BWC and its charging system shall be adaptable for use within a vehicle. be capable of wireless and/or wired video upload. wirelessly upload video in real time as soon as the camera is activated. be able to upload video to a storage system in 10 minutes (Threshold), five minutes (Objective). provide an indication status that the video from the camera has been downloaded. automatically perform a data purge each time the BWC system is docked and after the data has been downloaded to an on premise storage and/or cloud storage. backup all data to the storage location identified by the user. be able to be assigned or reassigned to a specific individual owner. automatically activate the camera when the BWC system detects that the camera has been withdrawn from holster. automatically activate the camera when the BWC system detects that a weapon has been withdrawn from holster. automatically activate the camera when the BWC system detects that a taser has been withdrawn from holster. BWC's storage system shall retain non-evidentiary video files for the retention period of 30 days (Threshold), 90 days (Objective). BWC's storage system shall retain evidentiary video files for the retention period of 3 years (Threshold), 32 years (Objective). retain evidentiary video files specified as "permanent" for an unlimited period of time. provide auditing/logging capability that records all user and system activity weigh no more than one pound. affix to the uniform without causing injury or irritation. be sealed to indicate any signs of tamper to the physical housing of camera. have an operational availability (Ao) of 90 percent (Threshold), 99 percent (Objective) have a reliability (Mean Time Between Failure) of 29,200 hours (Threshold), 43,800 hours (Objective). survive a six foot (Threshold), 10 foot (Objective) drop on a hard surface. be resistant to water ingress when submerged at a depth of one meter for up to 10 minutes (Threshold), 30 minutes (Objective) operate at temperatures as low as 10 degrees F (Threshold), -8 degrees F (Objective) operate at temperatures as high as 120 degrees F (Threshold), 132 degrees F (Objective) operate in relative humidity of 5% to 100%. be FedRAMP certified on gov cloud platform. be capable of transmitting directly to an on-premise network storage and meet all Criminal Justice Information System (CJIS) compliance requirements. be resistant to denial of service attacks. be resilient to attacks that cause degradation of service. include access controls to mitigate data manipulation attacks. provide a capability to monitor system activities. be resilient to exfiltration attacks. maintain separate roles and access privileges as part of a strategy to mitigate external pivot attacks. maintain source code free of Critical and High vulnerabilities. consist of the vendor providing hands on training of UD trainers while also providing operations manuals with instructions on the use of all camera and application features. If demonstrating any of the aforementioned requires reference to specific contracts, indicate those contract numbers respective to each capability example described, to include a point of contact for each referenced contract. Should there be teaming or subcontracting arrangements referenced, identification of specific contract numbers will be required for those arrangements as well. If the demonstrated services were performed for a private vendor, please also provide for such requirements a verifying reference. All interested parties are invited to submit a capabilities statement, which shall not exceed five (5) total pages and no smaller than 11-point Times New Roman font. The page count does not include a technical specification sheet which may be submitted as an attachment. Please provide information relevant to the ability of your firm to successfully execute the work described in this notice. The capability statement should demonstrate understanding, capability, approach, qualification, and past experience in meeting the work requirements identified above. Finally, interested firms should identify challenges and risks associated with meeting the requirements and how the organization would minimize those risks. The Government will review the capability statement to determine if the interested firm is capable of satisfying the requirements based on its demonstrated understanding, capability, approach, qualification, and past experience in each of the areas. Please note that a small business concern may submit a capability statement that includes the expertise of large business partner companies under a teaming arrangement. If a teaming arrangement is contemplated, then the response to this sources sought must clearly discuss the areas listed above that the small business firm intends to perform and the specific areas that the large business teaming partner intends to perform. Please note that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern, and/or shall perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials. pursuant to the FAR clause at 52.219-14 entitled “Limitations on Subcontracting (MAR 2020)”. However, capability statements with company-sensitive data and concepts will be accepted, and the Government will respect restricted data markings. Responders are expected to appropriately mark their submissions that contain proprietary information; receipt of classified materials is not anticipated. All responses shall be submitted electronically, via email, no later than 1200 Eastern Time (ET) on March 1, 2021 to the points of contacts listed below.
