The US Coast Guard is seeking a temporary mooring lease for five (5) cumulative CG vessels being affected by a construction project to their permanent mooring. Two of the vessels (either the CGC ALEX HALEY or CGC CYPRESS, and the SPC-TB Boat will be displaced when the construction period starts, in January 2025. The other three vessels are due to arrive to Kodiak incrementally beginning January or February 2025. When construction concludes on or around September 2027, all vessels will return to their permanent mooring at the Kodiak Coast Guard Base. The selected commercial lessor will allow these temporarily homeported CG vessels to conduct all normal activities conducted by military vessels with CG personnel in-port including, but not limited to: stores onloads, ammunitions on/off-loads, fuel onloads, maintenance activities, diving services, and hazardous materials on/offloads. These activities and services are not required to be conducted by the lessor but will be conducted by CG personnel and with separately provided services including third party provided contracted services. The requirement needs for each cutter are listed above and found throughout this solicitation’s appendices. This is a formal request for an offer to meet the CG’s needs. The Coast Guard will fund all utilities (water/sewer/electrical) via separate and distinct line items in this contract. The CG will consider all offers to include those that can only berth some of the vessels or listed capabilities. Offered space must meet Government requirements for Fire, Safety and Handicapped Accessibility, and Sustainability set forth in the Solicitation for Offers. Location: Entire site, including all required leased facilities (berths, laydown space, etc.) shall be enclosed by a MARSEC-1 compliant security perimeter. The Coast Guard Reserves the right to adjust or terminate the solicitation as is necessary. All Leases will be entered under the US Coast Guards Authority 14 USC 501 (e).
